Logistics Strategy and Delivery Management

In 2013 Beverley Lister Associates began working with UCL Estates and operational teams to develop the logistics strategy for the Transforming UCL £1.2 million programme, which consisted of 14 major projects and associated infrastructure improvement works, with multiple principle contractors, on a live and heavily constrained campus in central London.
Working as part of a small team we led concept development, feasibility and achieved Board approval to procure a centralised construction logistics service to support the capital programme.
In collaboration with UCL legal and procurement teams we developed the detailed specification and managed the OJEU procurement process, including tender interviews, site visits and appointment of the winning provider Wilson James.
Following on from this work we were tasked with managing the delivery of the centralised logistics service. A step-change for UCL, this centralised approach ensured the safe and controlled release of all construction and business delivery vehicles onto the live campus, and the optimisation of off-site consolidation through a single construction consolidation centre.
From 2014 to 2017 we acted as UCL project and contract manager for the Logistics Service working closely with the logistics partner Wilson James to manage risks and opportunities, Health and Safety, project reporting against SLAs, cash flow and financial analysis, change management and integration of the service with current delivery and security processes. By engaging with the London Borough of Camden we obtained their support for the necessary long-term road closures to provide a Logistics Zone close to the campus for the receipt and hold of delivery vehicles from both the consolidation centre and directly from suppliers to site.
Working with contractors, project managers and procurement teams we ensured that logistics requirements were embedded into supplier contracts and reinforced this through supplier briefings. The centralised logistics service was a finalist in the Green Gown Awards 2015.
In 2016-17 we also led a cross-faculty team, to develop and commence early implementation of the 2020 Logistics Strategy for UCL business operations. By re-thinking what, why, how and from where UCL procures and delivers goods and services, the strategy set out to re-think its supply chain so as to optimise road safety on and off campus, and ultimately improve the sustainability of its operations.
UCL Capital Programme Design Team
In 2013 Beverley Lister Associates was appointed to work with design team engineers, architects, UCL project managers and contractors at UCL to develop the Sustainable Design Guidance. The Guidance was included into the Sustainability Brief for all minor and major projects in the Transforming UCL programme of work. The guidance set out UCL’s aspirational objectives and targets, providing design teams with a clear vision to implement BREEAM and Ska best practice measures and ensure robust, cost-effective and genuinely sustainable investment decisions were made.
We also developed the Construction Code of Practice to improve the environmental performance of projects during their construction phase.
Our certified RICS Ska assessor undertook Ska Assessments of minor and refurbishment projects & acted as in-house BREEAM coordinator for major projects, also working with minor (>£50K) project teams to produce a checklist of performance measures through a risk-based approach.
UCL Environment and Sustainability Team
In 2012 Beverley Lister Associated was appointed to re-design and develop the UCL Environmental Management System to align with ISO 14001 & progress the system from Eco-Campus Bronze to Silver.
In consultation with academic departments and Facilities and Maintenance teams we developed and implemented Environmental Management procedures to set and subsequently achieve UCL sustainability objectives and targets.
We provided an assurance role through compliance and system audits and evaluation of progress. We also collaborated with the UCL safety team to embed EMS requirements into a combined incident reporting system.
Olympic Delivery Partner London 2012
In 2007 Beverley Lister Associates was invited to work with CH2M to develop the Environmental Management System for the ODA London 2012.
The EMS incorporated all the procedural requirements to ensure that all development sites could minimise their environmental impact, optimise efficiency and meet the overarching Sustainability Strategy for the Olympic Park.
We supported CH2M in implementing the system and achieved ISO 14001 certification.

Ska Assessor for RBC office refurbishment, Guernsey
Beverley Lister Associates was appointed Certified Assessor for the refurbishment of RBC’s office in Guernsey.
Through early engagement with the architect, design team and main contractor we ensured a sustainable outcome for the project, which exceeded expectations and achieved Ska Gold across Design and Build stages.
University of Surrey, Centre for Environmental Strategy
Between 2012 and 2016 Beverley Lister Associated worked with the Centre for Environmental Strategy at the University of Surrey to jointly deliver their week-long module on Integrated Assessment as part of the MSc and MPhil in Environmental Management.
We delivered a series of lectures on IA and Environmental Impact Assessment and designed and coordinated the practical case-study, where students considered the impact of decision making processes on outcomes, by undertaking their own impact assessment on the Manor Park and School of Veterinary Medicine developments.
Beverley Lister Cook
Prior to forming Beverley Lister Associates Ltd, Beverley was Head of Environment for the Terminal 5 development at BAA Heathrow from 2001-2006.
Responsible for the environmental programme supporting the construction and handover of Terminal 5 and associated sites, she developed the Environmental Management Strategy and Systems for all sub-project stages, including construction design, enabling works, earthworks, building infrastructure, rail and service tunnels, river diversions and M25 Spur.
Based on-site from enabling works to early handover of the main terminal building and managing a team of 5 people, Beverley worked closely with project teams prior to their start on site and during construction to establish and deliver requirements. She managed the environmental monitoring regime for air quality, dust, surface and ground water quality; undertook compliance audits and inspections; delivered HS&E training and awareness events; as well as stakeholder engagement.
After T5 Beverley moved to the BAA capital projects to embed legacy learning into the group capital investment programme.
In 2007 Beverley established her Environmental Consultancy practice and has since worked with clients, design teams and contractors on major projects at all stages of the project lifecycle. By addressing values and cultural influences she helps organisations embrace change and realise their goals. Her strategic thinking, creative approach to problem solving, passion and experience drives environmental and sustainable performance improvements, and brings high hanging fruit into reach.
